I have used the Rush 24 by the same company on an international trip and it did fine. My only complaint---it was not American made and neither is the one you cite either. That is why I have gone with the Goruck GR1. In fact, I just got back from a trip to California using it. The GR1 is not only American made it is actually better made than the 511 bag, too. There are any number of "tactical" bags well under the 5.11 price point i.e. Tactical Tailor Urban Operator Pack at 99.00 that are typically lighter, made of tier one materials and made in the USA.
Grey Ghost Gear also has a number of "tactical" packs that would be suitable for one bag carry on duty. These bags are also made of quality materials in the USA.

@Andy, I recently used a 5.11 Rush 12 as my "personal item" on 4 flights. Was quite pleased with it. Well made. Quite comfortable. Picked it up for $80 when Amazon had em on sale.
As is often the case when you purchase something new, I noticed quite a few people carrying tactical styled bags in the airport. Most were larger than mine. Seemed to be a wide range of manufacturers.
WalMart carries a VERY cheap knockoff of the Rush 12, if you'd like to see one. The design isn't exactly the same, the materials are poor, and so is the workmanship on the version WalMart carries. But again, would give somebody an idea of the size and layout of the Rush 12. The 12 is fairly small, about 1300 cubic inches. So I assume most would want the larger versions for their main bag.

What's your thoughts on tactical backpacks as a one-bag for carry-on. Some of them look quite good!
