The way I read it, it says that an individual can't legally unlock a phone, but your carrier can unlock it for you.

I know Verizon has a policy to unlock one phone per account every 10 months as long as you're paid up in full.

Thanks for the link Mags. We don't have locked phones where I live so didn't know about the "ownership" (or not) of a phone locked to a carrier.
