Solid solutions to carryon liquid rules
Here’s a story that reviews solid replacements for liquid toiletries. The list includes moisturizers, shampoo, conditioner, makeup, and even toothpaste that come in solid form - meaning they don’t have to ride in the little TSA-required 3-1-1 baggie.

I have seen TSA drones claiming that chapstick falls under the rules governing liquids. If that's really true, wouldn't "solid" toiletries like shampoo bars also be covered?
It seems that lip balm and the like are allowed are considered as liquids and must be put in the the 3-1-1 baggie. I don't think the solid items are a problem if you leave them in the carryon since they scan like other solids. The problem seems to be in presenting something like Chapstik at a checkpoint without it being in the baggie. The trick is probably not to declare it. Here are two links of interest:
